Impact nci_import/nci_export: improve handling of command line format errors

nci_import and nci_export do not handle command line parameter mistakes properly. And the --help function is misleading regarding the sequence of parameters: The position of "OPTIONS" is not mentioned in the "Synopsis" *and* is listed after the arguments. For me, that lead to the disaster mentioned in example 1.

This is not really a bug - but spending some work on parameter parsing can avoid severe problems.
