Maps are still present but most browsers don't handle Java any more so while you have an ability to display maps with the lightweight map viewer the editor runs with HTML code or you can download the editor on later versions of WebGUI and run locally.
We use WAAPI to create maps and once when I had your requirement used a PERL script to generate the WAAPI file for the map. Essentially we wanted a map with an icon for each letter of the alphabet so a simply PERL loop A->Z and then code to generate the map item positioning it on the screen in a grid, increasing the column each run until end of screen then back to start column and increase the row. The same script created the WAAPI file for the filters (node like 'A*', node like 'B*' and so on). This way we can easily link the filter to the map item, filterA -> iconA, filterB -> iconB.
(Naturally once we showed this to the users they didn't want it anymore, too many icons).
