To be able to delete the final WebGUI Filter in a group or user in WebGUI

At the moment it is not possible to remove the final filter from a user or group through the WebGUI. This is a limitation that some customers would like removed.

Administrators would be able to remove all filters from a user or group through the WebGUI and not need to access the files directly to do this.

This can be achieved through the XML files manually but this is not user friendly and could introduce user errors to the files.
