Omegamon TEPS needs to be aware of FTO HUB failover automatically

Apparently every piece of the Omegamon suite is aware of when an FTO HA HUB fails over to the hot standby, except the TEPS. This is a dramatic impact to functionality since this means that manual configurations changes are needed to the TEPS EVERY time the HUBS failover from one to the other. Due to maintenance that happens twice a month.
