Widget conditional display options

Provide the ability to only show a widget if a condition is met. Similar to report linking provide rules for the widget in order for it to be shown such as Device or Object metadata, or even the presence of data. It is common to have multiple tabs and widgets in a report. However they don't always work for the available data and user is presented with the unfriendly "Selected resources have yielded no results". 

Configurable options as to wether widget is shown or "greyed out" can be of the form with multiple tickbox options and supporting string matching rules.

Display Criteria:
- data returned
- device types
- includes /excludes device metadata
- includes / excluded object metadata
etc.

Same should be applicable to chained reports. Having some form of pre-conditions such as these to enable / show the widget would be very useful and significantly improve dynamic reporting.
