ITNCM Drivers to support Juniper EX Devices with OS version 20.*,21.*,22.*,23.* [NETCONF]

"Problem: The new OS versions are not currently supported by NCM. Juniper EX Devices with OS version 20.*,21.*,22.*,23.*

The driver(s) need to be able to support the management of NEs which have NETCONF enabled"

1. With automation tools coming into practice, NETCONF RFC-6241, is becoming the default use case for the Network Elements' configuration and the current drivers would not support the configurations of devices with NETCONF enabled.

2. Also, from the security standpoint Juniper has recommended to move to newer versions of JunOS e.g. 22.* and 23.* and with the older versions heading toward EOS/EOL, it is vital to have the new drivers to support these JunOS versions.
