enable 'resize when powered off' to work with public cloud vm's

Anyone with public cloud vm's where they want to create an automation policy that executes only when a said vm is idle

    Regarding the idea: enable 'resize when powered off' to work with public cloud vm's
    - this was suggested following the work done on TS018950839
    Currently within an automation policy there is a constraint that can be applied: 'resize when powered off'
    - unfortunately the above constraint only applies to on-prem vm's.
    - this idea has been raised to allow the constraint to be applied to cloud vm's also
    - we are currently having to execute a workaround where a dynamic group is utilised that has a filter to only included vm's that are idle. This is not ideal and constricts the enforcement of the policy.
