Ability to freeze generated actions for a specific group

I would like the ability to freeze the generated actions for a specific group so that when we notify resources owners of the action a week prior, we take that specific action or none at all on their resource. For example: We sent out notifications one week prior to actions being taken. The original notification to the resource owner stated they would go from 32 cores to 16 cores. The day before actions, the recommendation changed and is now recommending the 32 core machine to 8 cores. The owner may have previously been okay with going to 16 cores but not 8. We would like to take a conservative approach for machines, especially production, and do not want to resize down further than what is notified for.
