Enable all log streaming to Kafka external data sink

One of my customers has requested that we stream all our logs to their Kafka data repository. They have an internal regulatory requirement around this, and their top tier vendors are expected to comply.  While we can technically do this now by re-directing the logs to the vendor syslog, this would prevent us from collecting our Diag files for support. Once the data gets to the vendor data repository, it is not allowed to be sent back out. 

We would need a second set of logs to be kept locally as we have them now,. 

This has been discussed internally on SVC-1731 in Jira. There is also an associated engineering story open for this.
