Add support for project (Rancher) and cluster quotas (OpenShift)

A project quota in Rancher (see https://ranchermanager.docs.rancher.com/v2.5/how-to-guides/advanced-user-guides/manage-proje[…]project-resource-quotas/about-project-resource-quotas) or cluster quota in OpenShift (see https://docs.openshift.com/container-platform/4.12/applications/quotas/quotas-setting-across-multiple-projects.html) is defined at a higher level than a namespace, and is shared across namespaces.  But if you look at each namespace individually, you will not necessarily see a quota (this shared pool is not propagated down that each ns has a set share).

Turbo is just acting on namespace level and recommending resize up if underlying actions to resize containers require the increased quota. If quotas are managed on higher level than namespace Turbonomic is currently not aware of this and cannot recommend a resizing or consider this constraint properly  so that container resizing action will fail if the exceeding the project or cluster quota.

Please add support for this additional level of quota management.
