User defined Business App (ATD) should have more application components: Namespace, Workload Controllers, Clusters

AppDev personas want to interact with Turbo from their perspective: their application.  The definition of this application is a hybrid set of services that come together to form a composite app.  This application is frequently made up of hybrid set of services, such as an RDS instance with a group of containerized services associated by namespace names and k8s clusters.

As a user I would like to see all actions, supply chain, and related aspects of cost, etc, all associated with my definition of my Application.  Leveraging ATD, I can create this definition and automatically get the Business App level rollup.  Each AppDev / AppOwner can then see what is relevant to them. 

Related to https://jsw.ibm.com/browse/TRB-4722, which does not correctly identify that we need to associate Persistent Entities of Namespace, Workload Controllers, k8s clusters and tags (labels and annotations) associated with them.
