Oracle Target Admin Role

I would like to be able to offload the administration (create, modify, delete) of the Oracle targets to a person or group without giving them the role of Site Administrator.
Oracle targets, in particular, are very tedious to manage because a separate target is required for each DB on each server.  Currently, we have well over 600 Oracle targets that won’t validate.  The DBA teams do not notify me when new DBs are implemented, when old DBs are decommissioned, or when DB parameters are changed; so that’s why we have so many invalid targets.  And even if they were better about notifying me, it would be difficult for me to keep up with it.  It would be better if I could offload the target management to them.  However, currently, target management requires the Site Admin role, and this role grants much more permissions than the DBAs should have.
