Event rule that monitors number of executing jobs. The rule should monitor a specified ratio or specified number of executing jobs. If executing jobs value or ratio meets or exceeds current cpu job limit an action will be performed. Add action to include the increase current cpu job limit by a percentage of the current cpu job limit like current cpu + 10%.
