New Workstation option to ignore for plan generation, but still allow manual submits

Currently, Workstations have the IGNORE option which blocks job streams from being scheduled into the plan.

We have a need where we want to block job streams from being scheduled into the plan but still allow manual submission.

Currently, our approach is to set VALID TO dates on all the job streams for a given workstation. This is an issue because we have to update the object definitions every time we need to toggle plan generation.

The context here is server migrations. When our applications migrate to new servers, they want to be able to test the workload on the new server to validate everything is functioning before a complete cutover is done.
