Need OCI Pluggable Database costs in Cloudability

Pluggable Database costs are now available in the OCI CUR FIles, however, the costs are in a column named "attributed costs". Cloudability is not looking at this column and is missing the costs of Pluggable DBs.

Make project names editable

Users created a project name but then want to change the name or remove it and that functionality is not available.

Global fiscal year, so date range for quarter follows the fiscal year setting. Then forecasting can also show for fiscal year, not calendar year / month.
