Make it a rightsizing preference option to allow changes to/from confidential SKUs

Currently the rightsizing engine does not provide the capability to control recommendations between confidential and non-confidential SKUs in Azure. I can't imagine many customers want to flip flop between the two types of SKU as Microsoft prices ...

Support PagerDuty PD-CEF (Severity)

Currently when instana sends even details to PD, it lacks critical information like severity and uses a non-standard format. Ideally Instana alerts to PD conform to https://support.pagerduty.com/docs/pd-cef and include severity.
