Suspend actions for On-Premisses VMs

After the release version 8.16.6, the new action Suspend is GA (https://ibmdocs-test.dcs.ibm.com/docs/en/SSFV9Z_test?topic=cloud-suspend-actions-vms) but just for Cloud VMs. We should expand to VMware too.
