Enable choose between savings/performance for Volume and Database policies

We can't choose at Volume or Database policies savings actions or performance actions. You need to execute everything or nothing. The customers sometimes choose to execute automatically only savings and vice versa.

In GCP there are Flex CUDs that are used to reduce Ondemand costs on compute Resources. Turbonomic should discover and take Flex CUDs in consideration when rightsizing

This is useful as more clients on GCP are moving towards flex cuds and Turbonomic's rightsizing decisions need to take those into consideration to have trustworthy decisions on GCP compute resources.
