Brazil southeast Azure region support

Currently, we don't support in Turbo Brazil southeast region at Azure. It's a region focused to store DRs workloads, but they are still manageable and requires rightsizing. XP wants to manage this region.

When exporting all Cloud Pending Actions from Actions Center, we would like to have the Resource ID (vendor ID from the entity information widget) included in the Export.

This would be extremely useful when reconciling cost data between Turbonomic and the AWS Billing console. Our FinOps Team and Budget Managers use data from both Turbonomic and AWS Billing Console to show the value of Turbonomic Recommended Actions.
