Instana tracing supporting envoy >= 1.22

Monitoring support for ETCD 3.3.x and 3.4.x using /v3 endpoints

As per documentation instana is still using the /v2 endpoint to monitor etcd. /v2-API is deprecated (https://github.com/etcd-io/etcd/issues/12913) Monitoring support for ETCD 3.3.x and newer using /v3 endpoints should be added.
