Add support to TADDM to discover RHEL v.9.4 targets

RHEL 9.4 was released 4/30/24 and is already being deployed in our organization. Full support for RHEL 9.4 as target OS for TADDM is still not available as of 7.3.0.11 and documentation only shows support up to RHEL 9.3.

Add Secret Manager

We requires password encryption to not be displayed directly in the yaml configuration file, they have the Secret Manager with Password Vault from BeyondTrust, which is not currently supported by Instana and is required to be used with Instana.

Targeting Oracle Connections - since Turbonomics requires Oracle Service Name and could be multiple Service names per VM server

We (DOD / Defense Information Systems Agency) need to forward alerts from Spectrum CA to Netcool. The Spectrum version we are running is 22.2.8.0.13. Documentation for the Spectrum probe only indicates that it is supported through version 10.0.
