Actions excel downloaded is missing the word "limit" on the Impacted commodity column

List of exported actions for workload controller entities lists 'Limit' resize commodities as only VCPU and VMEM. It is expected VMEM Limit /VCPU Limit instead of just VMEM/VCPU. Related to the case TS019321209.
