For HA workloads (consistent resize), allow Match Cores

Today Turbonomic matches utilization based on MHz. There are use cases for when teams would want to have all their vms have matching core counts. Please add functionality to match by core count for Consistent Resize capability.

Vendors are updating their instance families almost a year ago and we are not supporting yet in Turbonomic. As example: Standard_B8als_v2, Standard_B16ls_v2, Standard_B8ls_v2 from Azure.

I want to be able to 1) list Azure Savings Plan commitments, followed by 2) tracking the utilization of the specific Azure Savings Plan such as 100%, 95%, etc. and 3) display the workloads that are consuming from the savings plan.
