Operator pattern based deployment lifecycle management for the Application and Event monitoring workload

Refactor the ibm-cloud-appmgmt-prod helm chart to be replaced by a go-sdk operator for controlling the deployment lifecycle, administrative and operation tasks of the IBM Cloud App Management workload.

Note: Not to be confused with using a helm-type operator, but a custom operator implementation designed specifically for this workload, its deployment lifecycle, and its administrative/operational tasks. Can also be matured to provide value such as self-healing, among other benefits.


This will allow for a declarative means by which to manage and administer the Application and Event monitoring workload. 

The first step would address the deployment lifecycle (install, upgrade, rollback, etc). 

Extension of this implementation using the operator pattern can be used to deliver automation for operational and administrative tasks based on the priorities of clients and stakeholders including self healing, scaling, backup/restore, and other common pain points.

    We will investigate the option for Ansible type operator, another first class citizen in the Operator SDK Framework which may provide more value through lower barrier to entry, improved ability for collaboration, increased velocity for iterations, and the benefits of the rich Ansible community.
