Add Support for node18 with Lambda Runtime Native Tracing

Maximum Node version currently supported with Lambda is 16, as can be seen here:

Node 16 is end of life 2023-09-11, with likely retirement of its use with AWS Lambda a while afterward.

In order to support customers in their push to current LTS (supported til 2025-04-30) please allow use of Instana tracing via layer with node 18. This also means updating your layer to support AWS SDK v3 being bundled with lambda by default.
