AIOps Multi-Tenancy Support is crucial for the business expansion

Currently, Cloud Pak for Watson AIOps does not support Multi-Tenancy feature.

It's crucial for IBM AIOps to support Multi-Tenancy for AIOps business expansion.

There are two concepts of Multi-Tenancy in AIOps at the moment.
The first is for separating customers in the same AIOps cluster.  For instance, AIOps cluster for LG CNS can provide its services to different customers.
The other is for separating target applications in the same customer as applications can have the same name one another.

Without Multi-Tenancy feature, AIOps can not add its target apps and its customers in the OCP Cluster.
