Security: Provide Option to restrict Logins to one per user

See this idea on ideas.ibm.com

Currently, AIOps does not prevent a single user from logging in multiple times using e.g. different browsers and/or different hosts (phone, laptop etc). This is desirable for many use-cases but violates a single-login-per-user policy. Many organisations have such a security restriction. The intent of the restriction is to reduce the possibility of duplicate logins in the event of e.g. credential loss. It also provides reliable traceability of any actions taken in the tool (which is lost when shared accounts are in use).

Implementation of a one-login-per-user capability should be global In action it can either result in the refusal of a 2nd login attempt, or the immediate invalidation of any existing sessions for a given user ID (forcing them back to a login screen on next interaction).
