Object groups & device groups should not be allowed to be deleted, if a policy uses that group.

How it works currently : Upon deleting a device/object group, the associated policy also gets deleted.

How should it work:  When trying to delete a device/object group that is associated with a policy, an error/warning should be thrown to the user. 

Policy deletion should be possible, only from policy menu page. Only after deleting the policy, device/object group should be allowed to be deleted.
