Last Resort Circuit Status Support in ITNM

We need to be able to manage last resort circuit status where the interaface is normally ifadmin up and ifoper down until the primary circuits fail at which time the last resort circuit moves to ifadmin up and ifoper up. We need to not create interface down events when the circuit is up/down and create an event with a summary of 'last resort circuit came up' when it moves to up/up.

    We believe that this requirement is better implemented in Netcool with a ruleset. This will not be implemented in ITNM
