Record and preserve all data points in the Actions Executed log

Looking at the Executed Actions - Succeeded widget on the Action Impact & Savings dashboard, download the report. 

The issue is that in auditing groups of historical actions, it appears some of them are missing the volume and/or target IDs that the action was taken against. (see screenshot) The response from the support team is that once an entity no longer exists, the records related to that entity aren't preserved.  The purpose of recording actions into a log is so that point in time data (all data applicable) is recorded at the time of the event. If that data isn't preserved with the action record, then it's not of much use weeks or months later when that system may have been decommissioned but actions executed are still needed for reporting. 

The ask is that all primary columns in the report should be populated and preserved for at least a year so that historical reporting and analysis can be done.
