Allow for successful VM Move actions when resource pool doesn't exist in destination cluster
When creating superclusters, Cluster A has a Resource Pool named ResourcePoolA and ClusterB has a Resource Pool only by the name of ResourcePoolB. Turbonomic will generate move actions from hosts in ClusterA to hosts in ClusterB, and those move actions will fail with an error message stating a resource pool does not exist in the destination cluster by the same name as the source cluster. This only applies to VMs that are members of ResourcePoolA.
Idea: create a reconfigure action to create the necessary resource pool in the destination cluster
