More granular approach to Scheduling permissions in ParkMyCloud

All would benefit

This would allow PMC Admins the ability to provide Team Leads and Team members with more scheduling flexibility while still maintaining limits no IaaS uptime

How this could work:

Currently in ParkMyCloud, there is a single checkbox that grants permissions to any user the ability to both Add or Edit Parking Schedules.  My proposal would be to separate this out into 3 separate permission options:

Assuming concept of Enterprise, Team and User schedules from other Idea: where enterprise schedules can only be created or modified by PMC admins.

1. Create Parking Schedules (team Level).  This permission is just as it sounds and allows a team member or team lead the ability to create a parking schedule within the uptime limit set by administrator

2. Edit Existing parking Schedules (Team Level).  Provides team members and team leads the ability to edit existing team or user schedules available to the team.

3. Assign Parking schedules.  Grants permission to be able to change parking schedule for team resources to existing enterprise, team or user schedules
