Enable users to change the data reference period (currently less than 90 days) to any days up to 1 year at minimum, upon generating Actions.

Original Request from the customer.
-------------------------

Enable users to change the data reference period  (currently less than 90 days) to any days up to 1 year at minimum, upon generating Actions.

Question by IBM team.
-------------------------

This is a solution. Please articulate the problem. If this is a concern of seasonality "my app is under load 2x a year so we need to make sure it’s the right size for those two events" this is one classification of problem.
OR is the problem that the workload can only be scaled/modified 1-2x per year? - this is another classification of problem

Answer from the customer:
-------------------------
We would like to have recommendations based on the maximum peak once a year, so I would like suggestions to be made based on last 365 days. Especially in the production environment, the system can only be stopped about once a year, so that's enough.

On the other hand, in a test development environment, it may be possible to change it more frequently, but the "latest" 90 days is still not the basis for the expected calculation; for example, specifying a specific period such as "October to December of last year" , I want a function that generates an action. (on cloud instance)

In addition, if it is difficult to display these all the time, it may be possible to execute them using "PLAN" function.

This would be my customer story.  A large health insurance company gets a busy time in Sept and Oct. But during the rest of the year their hybrid environment (VMware and Azure) is consistently oversized. They do not have automation in place because every change needs to be carefully inspected and approved. In their mind, the peak usage in Sept/Oct should be considered when rightsizing VMs during the rest of the year. In addition this customer has performance issues with Turbo due to the size of the environment.

A possible solution would be to choose what history to use for a series of VMs.  e.g. Choose to use History from Sept - Dec from the previous year.

Another solution would be to use 365days but that creates its own problems - are we going to use 99.999%?
