Instana OCP agent/K8 Sensor support for clinet-facing Listeners use of SASL_SSL for IBM Concert Operate Kafka Lag data collection.

Currently instana agent/K8Sensor supports clinet-facing listeners does not support SASL_SSL to pull the consumer group lag data from IBM concert Operate Kafa. We need to add this feature so that we can monitor and view the lag data.

The HTTPd sensor is requesting support for non-UTF-8 encoding configurations. The Instana Agent is unable to handle httpd.conf files configured with non-UTF-8 encoding, so it is repeatedly adding lines to include in the httpd.conf file.
