configure RBAC on dashboards so that groups of people can edit/manage/view

The RBAC model isn't very mature, and if someone is an owner of a dashboard, only they can edit it. what happens if a change is needed when someone is away?Being able to group dashboards would also help with usability

A tiny customizable banner at the top of the page would allow us to inform users when we have planned actions. It would also allow us to provide helpful information, such as if there is a temporary outage or data is missing, etc.
