Update to use amortised metric especially for Azure

With Azure spend if you are using Reservations or Savings plans the spend will only show up in the Cost amortised extracts otherwise under the cost actuals/total it shows zero spend. Therefore the anomaly tracking within Cloudability isn't correct...

Need OCI Pluggable Database costs in Cloudability

Pluggable Database costs are now available in the OCI CUR FIles, however, the costs are in a column named "attributed costs". Cloudability is not looking at this column and is missing the costs of Pluggable DBs.

Ability to display latest year/week on top of the drop down

As a Targetprocess user, I need the current Year/Week to appear at the top of the list so I can quickly apply a filter and view relevant records. At present, the most recent Year/Week appears at the bottom, which makes selection less efficient.
