For HA workloads (consistent resize), allow Match Cores

Today Turbonomic matches utilization based on MHz. There are use cases for when teams would want to have all their vms have matching core counts. Please add functionality to match by core count for Consistent Resize capability.

No tracking of user who executed a failed action

When someone execute some action on Turbonomic and this action fails (for any reason), the field that shows which user executed are not populated, even if we download the csv files. This lead to a security and behaviour track issues.
