Enhance 'Takeover' process in IBM Workload Manager

The 'Hot Standby' process for the Controller needs to be enhanced to allow for a very high availability environment. Specifically the 'TAKEOVER' command should be enhanced so that it functions when there is already an active Controller.

The variable tws.job.runcount should contain the number of reruns of a job. A job runs the first time after it's ordered the variable contains a 1. After a rerun (automatic or manually) it contains a 2. Next rerun a 3 and so on.

Substring broker function

Implement a broker substring function so that parts of a variable can be used in job definitions. This feature is available on all competitive products. F.e. ${substring:MYVAR,1,10} Get the first 10 characters of the variable MYVAR.
