Add API calls to Data Insight or a way to modify user roles and permissions programatically

The NMS has extensive and exhaustive user management tools using SOA. There is no such counterpart to Data Insight, which also has its own set of access, roles, permissions and lists to manage in production environments as the User Role or Permissions on the NMS doesn't directly translate to their DI's user. This affects easy access to core tools like Instant Graphs tab on DI, for example, even when the user might have Instant Graphs permissions on the NMS. The current way to use this is to just extend a given user's roles, which might not be desired. This is a similar request as to SEV1-I-363.
