SevOne should identify device-side object reindexing and trigger a discovery

See this idea on ideas.ibm.com

A customer has identified an issue where over the course of spin-up / spin-down connections, maintenance, and failovers, it's not uncommon for certain objects to become unavailable due to snmp reindexing.  For examle, during a fail-over when there is an issue on a device, a previously existing interface object may become unreachable due to failover to a redundant interface, where that redundant interface has a different snmp index.  When this occurs, the object will not be pollable until the device is rediscovered, and the new indexes are rectified with pre-existing objects.  This can leave the customer without a monitoring view into the device after such an event has occurred for up to several hours or more depending on peer discovery settings.

The customer has highlighted three such objects where this has occurred:
IS-IS interfaces
BGP Peers
OSPF Neighbors

The customer has proposed that SevOne should be able to identify if such a reindexing has occurred, and have the ability to trigger a rediscovery of a device.
It may also be worthwhile to be able to trigger a discovery as part of an alert triggering or clearing.
