ITNCM GUI Performance Improvements. Merged

Please improve ITNCM Core and Compliance GUI load times. Customer has identified performance issues when using NSM Rest API. The ITNCM GUI's load slowly when NSM Rest API is running. This is the result of JVM context switching (Multithread sequencing) and priority handling. Deepak conducted the investigation that identified and confirmed this root cause.

According to L3, nothing can be done without redesigning the application. Please re-architect the app and how the priorities work.
