Plot historical percentile values in "Prove It" UI when actions are taken

Today, using VM resize actions as an example, we only show the percentile value based on the current capacity of the resource. When customers take an action to either resize up or resize down to bring the percentile back into its desired state, the Prove-It graphs now look very odd when displaying the historical average with the now current percentile (not the historical percentile prior to the action). Please see attached files for examples. 

In the visuals attached, I show how the current display makes it look like the percentile utilization has always been 73.5% - when in fact it was 88% up until the resize up action was executed.

The ask is to plot the historical percentile value that existed prior to taking the action. That way you are seeing the historical action side by side the historical percentile. Instead of seeing the historical action with the current percentile. 

I suggest something like displaying a faded flat percentile line between each vertical action bar to give an indication of what things looked like when you took the action.

    In recent POVs, e.g. with customers Atruvia and W&W, we had several occasions where the customer was confused why Turbo always just display a horizontal line for the percentile value. This is especially true when you try to trace the effect of an executed action as you cannot see the percentile value before the action as well as the change in the percentile resulting from the action..
