At the moment you can only control the access criteria of event viewer / event list tools by membership of user groups and the class of events (or fields value with a conversion in alerts.conversions and limited to = and != comparison operators).
It would be great to have the name of the filter ( and the page/portlet... name) as criteria as well.
In situations, where you want to limit the tools to certain alarm views, this would be extremely important because otherwise, you will overload the users tool menu with tools that should not or could not be executed.

Seems that this pertains to Netcool rather than IBM Cloud Pak for AIOps. CP4AIOps has a different access control model for tools. Each user has their own menu composed of tools they have access to. They can hide any tool that that don't want to see if they feel their menu is overloaded, and this won't affect anyone else who has access to the tool.
