Validation of expected columns in ConfigSchema.cfg should generate more information in logs, to make troubleshooting easier

During the upgrade to fix pack 11, we faced an issue where the components would fail during the start.

All configuration files were the same from fix pack 10 and we did not experience this issue on the previous version.

The problem turned out to be a typo: both the create and the insert commands in ConfigSchema.cfg had "m_EncryptAlgortithm" written incorrectly.

If ITNM is expecting or validating entries in cfg files for a specific value, it would be good to have this validation declared in the logs, so we could easily see when that failed.
