Ticker or Flash page to announce unplanned downtime

There have been two zone-wide Apptio downtimes since Jan 2025. Both instances were long in duration, lasting more than 10 hours and it became a major problem for us fielding questions from users and our management teams. And the tool does not let us configure the frontdoor aka landing page to display a splash message.

We're requesting a ticker or a flash page which can go up in the future as soon as IBM detects a nationwide downtime event. Or democratize the frontdoor and allow individual customers put up a flashpage which can be customized in tune with their user base and audience.

It's the most effective way of letting users know that there is a nationwide or zonewide downtime on Apptio.
