Relative deviation for custom events metrics

There should be a functionality to define the relative deviation instead of absolute deviation when creating custom events. For example, when we create a new custom event for "Entity - Application" and "Metric - Call count", we don't want to choose only "Count" in the value, but maybe "Percentage" to define the relative deviation.

    Madura, let's create a separate AHA idea to capture the ask for Adaptive Thresholds on Infrastructure Metrics and leave this idea to be strictly about static relative deviations.

    There is a further distinction to be made between support for such capability for Applications and for broader Infrastructure metrics.

    As things stand, there is already an application "adaptive" thresholding solution delivered for Application events, and it is available for usage.

    We will be working now to build the same sort of support for other areas like Synthetic tests and Infrastructure metrics.

    It might be also useful if Smart alerts can be enabled for Infrastructure metrics (existing Idea). If that were possible, with the new "adaptive threshold" feature of Smart Alerts it would somewhat provide a similar outcome. Of couse then you would not have the granular control that is being asked here.

    I have a real suctomer requirement around this. Customer wants to use Instana to monitor IBM MQ. One of the requests is to be able to be alerted when there is an abnormal number of messages filing up. Its not a percentage fill but a matter of a deviation from norm or and outlier. So if a particular queue is having a fill percengage of 50 for the last 5 min. and that is a 200% increase from normal. They want to be able to get an alert.
